So when it rains it floods the streets due to inadequate drainage systems. The water levels go down after a couple of hours, but in the meantime it slows down productivity: people can't get to go where they need to go, outdoor vendors need to hide, and people tend to stay outside.
Except for the kids who play in the rain.
